I actually decided to experiment with the RWIN and changed it to 37752 and my speed did NOT change, so I am happy. I also changed all the options to YES (NO reduced my speed by 20kbps). Is that advisable and what do these options do anyway? Here is what I have now (not at all different from what it used to be):

By the way, I happen to be in the Atlanta area as well. Do you happen to be working on Peachtree St or Morosgo Dr by any chance?

I would suggest that Path MTU Discovery and Black Hole Detection be set to YES; all others to Default. Setup up this way, IIRC, Windows drops the MTU to 576 on the fourth and fifth attempts to connect before a No Connection is posted. If a black hole router is in the path, this can get you through. Otherwise the site will appear to be down.
