Because I'm your best friend I've decided to do a little research, this is what I would put in my rig, if I had the cash:
CPU: P4 2.8 533FSB at around 370 (dont get p4 3.06 because its twice the amount and we can easily hit 3.25 with some good ocing)
MOBO:asus P4S8X with 533fsb and 8x agp port $130
vid card: ATI radeon 9700 Pro with dual head dvi $320 (because when nvidia comes out with the nv30-35 it will be 500 and have exact same equipment)
ram: samsung pc2700 ddr $400+ 1 gig

seeing your lack of knowledge in overclocking motherboards, a sis chipset hitting 150fsb is rare, stick with intel chipsets.

i can also spot your lack of knowledge in video cards. do you have any information source to backup that estimated release date of the gf fx and the exact price, oh and the information that leads you to believe it'll be "exact same equipment" as the ati 9700?

if you're going for samsung ram, if you're lucky, get ctl, if not, stick with either corsair xms, or get this twinmos.

I now have a second stick of that twinmos on the way to my house.

On a kr7a@200FSB/max aggressive timings this stick did DDR400, Vcc 2.75 with zero burnin. /me likes. No more time to work it right now but with burnin I'm aiming for 225 FSB or higher

should give you some idea of what to get..no offense, but i would rather not give advice on what to purchase and let the buyer purchase what he or she feels like.

just because my 2.26 p4, 333mhz corsair xms and abit be7 can hit 3ghz fine, doesn't mean your 2.26 p4, 333mz corsair xms and abit be7 will hit it..

You get tired of that corsair, just feel free to send it up to me

Get the p4 2.4b for 189$, Chaintech 9EJL1 APOGEE Motherboard for 113$, a radeon8500le for 72$ and flash to retail ver. You should get around 11k in 3dmarks2001 easily =). all for under 400$
