Support.com is the company that writes the software the "Repair Center" functionality in the Connection Manager uses to back up network and email settings, etc. It is meant to help EUs troubleshoot their own problems and stuff like that. So in answer to your question, yes the support.com stuff probably came from the SBC cd, but it also could have come from another ISP. Norton probably is picking it up as an illicit script since it uses VB to backup/restore settings.
Go to www.gibsonresearch.com and follow the links to download Adaware. Gibson used to own this software but sold it. It will look for little progies that access the net and communicate your surfing habits etc. It may be able to find your beastie.
