If I'm not mistaken, encryption would increase latency since it would take time to decrypt the packets before the call being sent over POTS.

I guess that's a true statement but seriously, I don't think this would be an issue. A DSP is a marvelous thing and would make pretty short work of the process. This would be especially true if the two ends negotiate on a shared key during call setup. If some sort of public/private pair was used, that would be pretty slow and/or require a lot of costly processing cycles.
