Again, you must consider the contrast and shades of the original image. It isn't as simple as click, click, click, click.

There are some settings in the Cutout filter that can be changed to improve the results on marginal images. Let's don't blow through that suggestion so incompletely. There will be images that don't provide good results no matter what values you use in the filter.

I tried that and it looks ok, but still not what I go for. I've been simply using my WACOM tablet to trace, and then fill (morning_wakeup.jog) but the cutout filter (jandw.jpg) seems to look ok as well. I guess for the black outline (or whatever colour you want) you could just select the color, and use the Edit > Stroke function?! I'll keep messing with it I guess...

I am doing something similar for my portfolio,
But to truly victories something you need to know the difference between vector and raster images. In short Vector based images are created using numerical values so in fact you can then resize the image almost infinitely without distortion. A raster image on the other hand is just an arrangement of pixels, of course the more pixels used the better the image quality.
This stage of my project involves taking a picture of a hotel and making a complete vector scene out of it.
As for my image before, yes I just cropped the caddy out added some wheels and used a cutout filter, and came up with a cheap and easy cell shaded like image. But to really get a good result you must do something similar to the pics I have here.
