No, a T-3 is 45 Mbps, so only 35 people could get 1m-bit/sec, there has to be more than one T-3 if they expect to have tiered service. Also, we will still have 24.x.x.x IPs, but I'm not sure if the x.x.x. will change or not. Going by Charter's reign of cancellation in the past, I won't beleive anything I hear until I see the speed increase.

I sure hope for the best. I would love to get the original 45ms pings and 60k a second downloads I did when I first signed up for the service.

A T-3 is more than capable of providing tiered service. Because of the bursty nature of the Internet and the numbers of users actually online at any given time, I'd be willing to bet that a full T-3 would be able to comfortably provide between 2000 and 2500 users a 1Mbps pipe at any given time. Despite what you may think, dividing the speed of the connection to the Internet(ie. T-3) by the speed of the users connection does not give you the maximum number of users.
