Looks like a connect-no-browse problem. Here's what you want to do:
Stop the installer
If the connection disconnects, go to Start->Programs->Efficient Networks->Enternet 300->Enternet 300 and choose "DSL connection". Change the username and password to be the full e-mail address and password you registered when you first got the service (unless you username ends in @swbell, in which case, just use the username). Otherwise, right-click the 2 little green computers down by your clock and choose Disconnect, then replace change the username and password as describer earlier.
When you have the 2 little green computers down by the clock, go to Start->Programs->Accessories->MS-DOS prompt
Type the following:
tracert 151.164.128.2
Press Enter.
There are 4 possible cases:
Case 1:
If you see the following:
Tracing route to 151.164.128.2 over a maximum of 30 hops:
1 Destination host unreachable
Disconnect from Enternet 300, go to the Enternet 300 application on the Start->Programs earlier (described above), go to the Connections menu, choose Settings, click the Advanced button, and where it says "IP Configuration", change it from "Private API" to "DHCP". Click OK, then click OK again. Connected. Try browsing.
Case 2:
If you see the following:

(the actual number of hops, latency, and names will vary, but the point is you WILL see names in the last column). Type "exit", then head to Start->Settings->Control Panel->Internet Options, and set the following:
On the Connections Tab, "Never Dial a Connection" should be selected (or grayed out).
Click the "LAN settings" button
"Automatically Detect Settings", "Use a configuration script", and "Use a proxy server" should all be UNCHECKED - if any of them are checked clear them. Then click OK. Browsing should work now.
Case 3:
Tracing route to 151.164.128.2 over a maximum of 30 hops:
1 20ms 30ms 25ms 67.92.128.16

(again, the actual number of hops, latency, and names will vary, but the point is you WILL NOT see names in the last column), then this could mean several things - either the DNS servers are being set wrong, ICS is interfering with DNS resolution, or a corrupted Winsock. If you get this one, post the following:
Go to Start->Run and type "winipcfg". In the "Adapters" dropdown box, choose the "NTS PPPoE adapter", then click "More Info" and post what you see for "DNS server". IF there is nothing there, post that fact.
Go to Start->Settings->Control Panel->Network and post whether or not you see a "Internet Connection Sharing Network Adapter" and/or any lines containing "TCP/IP (shared)".
Case 4:
Tracing route to 151.164.128.2 over a maximum of 30 hops:
1 * * * Request timed out
You probably have a firewall running, be sure to disable it. if there are no firewall, the TCP/IP stack may be corrupted. Post back if you get this result and I'll post the fix.
If something else happens when you do a tracert (i.e. it crashes), post that fact. If you get one of the cases above but the fixes don't work. post which case (1-4) is happening
