I suggest you contact Tech Support and report this right now. Let them create the public_html directory so they can apply the proper permissions. You will never get your site up until the files are placed in that directory which *should* have been created when the account was set up.

Not being able to ping it does not mean it's down. It, or the firewall in front of it may either be set to block pings, or not respond to them.

When you say you took your site down, does this mean that you just removed the files? Or does your control panel have an on/off feature?

How are you getting into your file manager? By IP address, or by domain name?

Did you switch hosting providers?
