Connection VERY slow in Orono,Maine

This speedtest shows it all: »/speed ··· 66870796

This is my friends current state of broadband in Orono, Maine.. he estimates it's been like this for roughly 2 weeks or ever since they upgraded their servers..

I told him to give them a call ASAP, any other advice from you guys would be nice as well.
