Why is my u/l speed so slow. I have optimum online.

You may want to try turning on Windows Scaling to see if that helps.

Upload cannot be tweaked, so you should consider calling your ISP and tell them about your slow upload speed. Also, do you have a router installed?

It might be that your area has caps for upload speeds, but I doubt optimum online has that low caps.
