I had been having a lot of problems lately on Tampa Bay RR. Pings to my closest router were 10ms-400ms. I swapped my old Motorola CyberSURFR modem for a new Toshiba PCX2500, problem solved!
BTW: Tech Support did a good job of quickly seeing the problem and coming up with some good suggestions even though they thought is was likely a line problem rather than a bad modem. Be sure to call your local Tech Support and not the national number! Also do your homework before calling.

Just so you know, the old CyberSurfr modems used a proprietary non-DOCSIS system, operating on a completely different channel than your new DOCSIS Toshiba. So in your case, switching out the modem resulted in far bigger changes than your average swap of one DOCSIS modem for another. I'm not saying that modem swaps don't sometimes solve problems, but you actually underwent more than just a simple modem swap.
