Do you know what you are talking about? The clec orders a voice grade loop. Thats what they order and that is what they get. What they want to run over it is there business. Some run T-1's over them if they are close enough and not loaded. We give them a VOICE grade copper loop. If they want more they have to order it.

You mean to tell me that you guys still provision CAT 3 loops to the user end? I mean, I know it's only voice, but this is also DSL era, or probably what's left of it, so CAT 5 loops should be the norm by now. Shouldn't it? Also, why would you guys process orders from CLEC's for CAT 3 loops when sooner or later it will break or not support the service as the quality of the loop degrades? Ultimately, you guys will end up getting blamed for it when the customer complains. You guys do hold down the fort on the last mile, so why not set a standard across the board to save yourselves headaches. Simply say: "Okay.. You have to order a CAT 5 loop from us if you want us to provision it.." The outcry in return maybe unfair rules for competition because, of course, cost is the only factor that is looked at, but at least you steer clear from bulls***. Wouldn't you agree?

This has been the RBOCs strategy from day one i.e. competition. They LET you make a mistake on the ordering, then let your customer get pissed off. It's an old strategy that still works if your provisioning people don't understand UNI and local loop ordering. If you have competetnt (read:well-paid) ordering people who understand the ASR process, the RBOC has less chance of bending you over.

Vitts ordered digital data grade copper only loops with zero bridged tap and load coil in Massachusetts. The problem was Verizon technicians never conditioned the loops properly!
