[OT] What Is a Democracy

This is not a moral question, nor is it here to start a deep debate. My question is prompted by the large amount of new regarding TV/MOVIE/MUSIC company's trying to pass laws against file sharing..

QUESTION:
If "any give subject" in general was put to a vote in the USA,
and 51% of the voters choose to (allow/deny) "any give subject"...
Would it then become (legal/illegal).. Or does goverment
have the ability to tell the majority that they are wrong
about "any give subject"..

Just looking for input, but it seems to me that the people of the USA have lost there say in government, and that government will only listen to money..

Perhaps, to answer you in a way you might understand better..
Caucasians are the "majority" race in N America.
Could all white people "vote" to enslave all non-whites?
Could one majority group, be allowed to subordinate another group, just because they are a minority?

Obviously the answer is a resounding NO!. Even if such a vote were "popular", because the nature of the subject is to restrict another persons rights, it's not even considered.

In a true democracy we would all have to vote on bills as Congress does now. Instead we elect representatives to represent us (in theory, anyway) and vote for us. That is not a democracy in the strictest definition of the term although we call it that all the time.
