You are not syncing at 8.0 Mbps, but the screen capture clearly shows only 7.7 Mbps (7716 Kbps) and when you take away 20% overhead as I posted about earlier you will only get a real world speed of 6100 Kbps (plus or minus 10%). It looks like your line may not be able to support true 8.0 Mbps Sync Rate looking at the values in your screen capture.
