"Reliable Broadband" should not be a thing.

As the subject says, "Reliable Broadband" should not be a thing. What should be a thing is a clear definition of broadband as 100/100Mbps with under 10ms latency connection. If FWA could match this (spoiler - they can't), give them a fair shot at some of the taxpayer's money. Having more competition won't hurt.
