Is the "stuff' (for lack of a better term) just above the upper beak on the 2 leading birds, the pouch being blown by the wind?
Ah....no...thank you wikipedia which I checked to get the correct anatomy terminology. That "knob" (wiki article terminology) develops before the breeding season--a little flag for the lady pelicans...'-}}
